gh-gei.exe won't run on Windows 11.

Description

After installing the gh-gei extension, no gei related commands will run. All produce the same error: failed to run extension: fork/exec C:\Users\MyUser\AppData\Local\GitHub CLI\extensions\gh-gei\gh-gei.exe: %1 is not a valid Win32 application.

Reproduction Steps

Windows 11 23H2. Install GitHub CLI and Git for Windows as Administrative user.

1. run gh extension install github/gh-gei as non-administrative user - note successful install to Local AppData folder.
2. run gh gei help - or any other sub-command under gh gei - note above error. gh-gei.exe does not run
