skills used by Claude code actions

Will it use skills and mcpn from project .claude folder? To solve issue with code or generate new code?

I’d separate three things here:

1. Project memory/instructions: Claude Code reads CLAUDE.md from the current working directory hierarchy.
2. MCP servers: the base action docs say enableAllProjectMcpServers is always forced to true, so project-scoped MCP servers are enabled.
3. CI reliability: if the workflow depends on specific config, I’d still pass settings and/or mcp_config explicitly and allowlist the exact MCP tools you need.

So: yes for normal CLAUDE.md project memory, yes for project MCP, but I would not rely on implicit discovery of every custom .claude setup if the workflow needs deterministic CI behavior.
